Yes. VAT of 12% is charged on the customs value plus the duty and the 20% excise. A business registered for the tax can usually reclaim it, which means the real cost of importing is the duty and the fees alone.
Who pays the duty, the buyer or the seller?
It depends on the shipping terms. If Argentia ships delivered duty paid, we pay the duty and any tax at the border and nothing is due when the courier delivers. If the order ships on standard terms, the courier bills the buyer before handing over the parcel. For Philippines we quote both ways so you can see the difference.
